Rules for owning and riding e-scooters in the UK

Over the weekend, we had an amazing event in Southampton where we provided tips on safely operating Voi e-scooters, we demonstrated the key safety features, and guided users on how to navigate the Voi app.

If cycling isn’t your thing, e-scooters might be the perfect alternative. These nifty scooters offer incredible flexibility and convenience, allowing you to hop on and off regardless of what you’re wearing or where you’re headed.

As of January 2024, the rules for owning and riding e-scooters in the UK are as follows:

 Owning an E-Scooter

Legal to Own: It is legal to buy and own an e-scooter in the UK. They are widely available from various retailers. However …. 

 Riding an E-Scooter

Public Roads and Cycle Lanes: Privately owned e-scooters are illegal to use on public roads, cycle lanes, and pavements. Only rental e-scooters from government-approved trials can be used on public roads and cycle lanes.

Private Property: You can legally use privately owned e-scooters on private property with the landowner’s permission.

 Rental E-Scooters

Trial Areas: Rental e-scooters are permitted in specific trial areas across the UK. These trials have been extended until at least May 2024, with a possibility of further extensions as the government continues to gather data.

Licence Requirement: To use a rental e-scooter, riders must have a valid driving licence with category Q entitlement. This can be a provisional or full UK driving licence.

Insurance: Insurance for rental e-scooters is provided by the rental operator.

Speed Limit: Rental e-scooters are limited to a maximum speed of 15.5 mph.

Prohibited Areas: E-scooters cannot be ridden on pavements or motorways, even in trial areas.

Safety Gear: While helmets are not legally required, they are strongly recommended.

Penalties for Illegal Use

– Fines and Penalty Points: Riding a privately owned e-scooter on public roads can result in a £300 fine and six penalty points on your driving licence. More severe penalties can apply if the case goes to court.

Safety and Regulations

General Rules: Riders must adhere to traffic laws, including not using mobile phones while riding and not riding under the influence of alcohol or drugs. Safety guidelines and additional rules are often specified by the rental companies participating in the trials.
